Overview

The Queensland Building and Construction Commission (QBCC) operates a formal complaints process for subcontractors and suppliers in Queensland's building industry who have not been paid for completed work.

What the process covers

The QBCC can investigate unpaid debts and take regulatory action against licensed contractors who are not meeting their financial obligations under the Minimum Financial Requirements (MFR) framework.

The QBCC cannot resolve disputed contracts or act as a debt collector.

Complaint criteria

A monies-owed complaint must meet the following criteria:

Results

In 2025-26, the QBCC received 694 monies-owed complaints and helped recover more than $5.25 million for creditors. Since the process began in 2014, it has helped recover $67 million in total.

Key actions

1. Gather documentation

Before lodging a complaint, collect all relevant records - contracts, invoices, payment claims, and evidence that you have already attempted to recover the money directly from the head contractor.

2. Check the criteria

Confirm that the debt meets all of the basic criteria listed above before proceeding.

3. Lodge a complaint

Lodge a monies-owed complaint with the QBCC at www.qbcc.qld.gov.au. The QBCC advises that early action improves the chance of resolution before financial problems worsen.

4. Be available for contact

After lodging, remain available for contact from the QBCC, as it may reach out to both parties as part of its enquiries.
